			<content:encoded><![CDATA[<p>Verizon has temporarily stopped installation of its fiber-optic network, or FiOS, in Claremont, Upland and Rancho Cucamonga.The broadband and telecommunications company must finish a certain percentage of the installation in diverse, underserved cities before starting work elsewhere, said Gary George, Verizon director of government and external affairs.</p>
<p>Verizon has agreements with 21 cities to install the network.</p>
<p>&#8220;Rancho, Upland and Claremont do not fit in that category (of diverse, underserved cities) &#8230; So those are the three cities we had to pull back,&#8221; George said.</p>
<p>The installation was stopped in December.</p>
<p>Work had started in southern Claremont as well as Upland and was about to start in Rancho Cucamonga.</p>
<p>FiOS installation was completed in about 20 to 40 percent of south Claremont and Upland, George said.</p>
<p>&#8220;The fourth quarter of 2009 was when we were set and ready to go when it got pulled,&#8221; George said.</p>
<p>George said he did not know when the FiOS installation would begin again in Claremont, Upland and Rancho Cucamonga.</p>
<p>&#8220;I was hoping for 2010, but obviously that didn&#8217;t happen,&#8221; he said. &#8220;Now in 2011, we won&#8217;t know until the fourth quarter, or December, if we&#8217;ve satisfied our commitments. If not 2011, it just keeps going on down the line.&#8221;</p>
<p>Verizon FiOS is a bundled communications service - consisting of Internet, telephone, and TV - operating over a fiber-optic communications network.</p>

		<title>Charter Runs Internet Speed Scam</title>

			<content:encoded><![CDATA[<p>FIOS must be getting closer to Rancho Cucamonga with Charter trying to lock us in with 2 year deals at discount prices.  Here is my latest encounter with poor service from Charter;</p>
<p>Running speed tests on my Charter internet service using <a title="Speed Test online" href="http://internetfrog.com" target="_blank">InternetFrog</a> speed test has always indicated accurate speeds  How do I know that this service is accurate?  I download files from a server that has a very high speed  broadband connection, calculating the time it takes for a know file size I get the speed. I check that calculation against the <a title="Speed Test" href="http://internetfrog.com" target="_blank">InternetFrog</a> report and they compare with 5%.</p>
<p>Now the fraud on Charters part comes in: I pay for 3Meg down and 500K upload. I have had problems in the past when my download speed deteriorates getting Charter to deliver what I pay for.  The last with the assitance of intervention by a city official they finally split the node I was on to get the speed up.  The result is the fewer customers on the node the more bandwidth available for each user.</p>
<p>Here we go again, the speed had deteriorated to 300~400 kbps download with the much heralded upload speed now exceeding the down.</p>
<p>Charter chat help is contacted, the least costly to them, and they declare that I do not have a problem after testing my modem signal strength and sending me to a Charter online bogus speed test site <a title="Bogus speed test" href="http://spt01mtpkca.mtpk.ca.charter.com/" target="_blank">HERE</a>. I am asked to report the results and they Charter declares that I do not have a problem Goodbye!</p>
<p>This site reports seeds they may reelect what the entire node could get but is a fraud in measuring the individual customers speed, REPORTING 7 Meg Dn and 1Meg up.</p>
<p>I test my connection again using the independent service, and time another download and find I still have only 300 ~ 400 kbps speed.</p>
<p>Next I call the tech support which connects my to the usual condescending customer rep, restating my issue and giving him the background of what I have done so far. He tells my to forget the Charter speed test site and sends me to another site  <a title="2Wire speed test" href="http://2wire.com" target="_blank">2Wire,com </a> This site site reports a fraction of the speed on the Charter site &amp; Meg vs. 1.2 Meg still more that the InternetFrog site.  The rep declares that I have a problem and I must restart my computer in &#8220;Safe Mode&#8221; to run more tests, stating that that condition could report higher speeds.  I asked what will be accomplished by testing in a mode that I cannot use in practice and then the phone connection went dead.</p>
<p>Test your Download speed with the three online services and see if you are getting what you pay for.</p>

<p>As many of you have guessed my speed go up to the advertised speed in the middle of the night when the load on my node is lowest.</p>

<p class="MsoNormal"><span style="font-family: Arial; font-size: x-small;"><span>You had previously expressed interest in learning the status of Verizon installing fiber optic for their “FiOS” service.  Verizon did pull permits and install new fiber optic main lines into some of their existing conduits within<span> </span>Foothill Blvd<span> </span>and<span> </span>Archibald Avenue.  However even through Verizon submitted plans and the City issued permits; Verizon never started their construction to install facilities for service of their FiOS system.  Verizon recently notified the City that installation of fiber optic facilities for the FiOS system is on hold.  Verizon’s current goal for start of construction for the FiOS system is the first quarter of 2010.</span></span></p>
</blockquote>
<p class="MsoNormal"><span>We are approaching the forth year without state of the art infrastructure in our city.  The failure to move aggressively by our city council when Verizon offered the upgrade has<span> </span><strong><em>cost us tens of millions of dollars in higher fees for inferior technology</em></strong>.  The resources Verizon has at its disposal were deployed in other cities where the advantages to their citizenry were better understood. </span></p>
<p class="MsoNormal"><span>Our council members admittedly have little understanding or interest in current technology. They should consult those who are in a better position to asses the benefits of a state of the art infrastructure.  Consider the attention Red Hill cut through traffic gets where so few are affected.  Our telecom infrastructure affects 170,000 citizens.</span></p>
<p class="MsoNormal"><span>The failure to deploy Fios has been attributed to the lengthy project cycle and design constraints placed on Verizon by the city.  The experience of council members with some 90 complaints from citizens regarding the last Charter upgrade stalled the first attempt. One council member demanded that the location of the few junction boxes be identified and photographs of submitted for approval. Another council member asked that the boxes be concealed behind hedges.  The Council concerns were avoiding any complains from a few citizens at the expense of the greater good for<span> </span>Rancho Cucamonga. </span></p>
<p class="MsoNormal"><span>We can only hope that next year the project will be supported by the<span> </span>Rancho Cucamonga<span> </span>council. </span></p>

<p>This years tournament was a great success with the performance of OPARC clients the highlight of the evening. Proceeds from the tournament help fund the <a title="Speech Pathology" href="http://oparcgolf.com/SpeechPathology.htm" target="_blank">Speech Pathology Program for OPARC</a> clients.  The performance by the clients participating in the program is a chance for tournament sponsors and golfers to see how their support directly affects client&#8217;s lives. OPARC has facilities serving over 700 clients in the Inland Empire with a new facility opening later this year in San Bernardino. A new facility had opened earlier this year in Rancho Cucamonga.</p>
