City council in no hurry to provide an alternative to Charter Communication:
Verizon DSL service is unavailable to much of the city where the maximum distance from the switching station is exceeded.  Verizon has not been able to begin the installation of a new technology, which would provide service to the entire city.

FIOS overlay projects have been installed for years in surrounding communities. Verizon web page details a list of cities where FIOS is available. 

This issue was again raised at the city council meeting on April 16 during the public comments.  The frustration with the lack of progress in installing FIOS by Verizon was express by a small business owner.  It was implied that the delay was a result of a finical interest in Charter stock.  The council members stated that they did not own any charter communication stock, and that was not the reason for any delay. Council member Michael stated that concerns related to the placement of the distribution boxes was a cause for delay.  Mr. Lam, the city manager added that an agreement has been worked out with Verizon and instillation would begin later in the year.

Charters recent installation of their fiber optic distribution resulted in many complaints related to the placement of boxes on the easements in front of residences.  The presentation by Verizon over a year ago illustrated that the newer technology employed would not require the placement of so many downstream boxes.

The availability of an alternative to Charters product is apparently more urgent an issue to the citizens than the council members.

Last week, I had occasion to see Mr. Gary George, area rep for Verizon who still informs us that their project is on line to start at year end. It is in verizon’s hands at this time.

I’ve seen the Verizon timeline and RC is still not on it for 2008. What’s truly upsetting is that Rancho City Council’s inability to work with Verizon has had a direct effect on Fontana. The FIOS TV service is to come out of the Etiwanda wire center, and because no work has been done to build-out Rancho Cucamonga, those in Fontana that have had FIOS Internet for more than a year, still have no FIOS TV service. So that you RC for being so stubborn… Given the year plus it will take to build-out RC, it will likely be 2010 before those of us in Fontana see the FIOS TV service.

It is ridiculous that my only choice for Internet service is CHARTER. I’m paying $60 plus tax a month for miserable 5MB download and 512K uploads speed. Is there a phone number to complaint to the city and put pressure on these City Council’s members? Let me know. I would love to give them my opinion.

Here is the response I received from the city.

Dear Mr. Leonard:

I am in charge of issuing construction permits in the street right of way. The City has been in discussion with Verizon about the installation of their FIOS system. Verizon has informed the City they anticipate starting construction in the first quarter of 2009. However they have not submitted any actual plans for permits. They will start with the east side of the City (east of Day Creek Boulevard). Verizon has also informed the City their project will take about two years to complete the installation. They have not indicated what portion of the City they will go to after the east side is done. If you wish to periodically check on the status please feel free to send me an email.

This is truly disappointing that it has taken both Verizon and our fair city so long to work this out. I see not-so-large communities in the I.E. getting superior service and we here in R.C. are stagnating with the far inferior Charter service, a service that is continually down for unexplained reasons, and then to see that we won’t have any alternative and comparable (well, let’s hope it’s not ‘comparable’ but ‘better’) service for yet another two years… is just disappointing. Customers are not happy and to our city government, your constituency is growing restless for solutions, and frankly, timely results.

I agree that Charter indeed is provided a very flawed service for the fees they charge. In my area in East Rancho Cucamonga, Verizon’s services for new DSL service is a waiting list that I’ve been on for over a year.

I desparetly have been trying to sever myself from Charter, but it’s the ONLY option I’m given at this point. FIOS expansion is a must. I spent 4 days last week working with little or no connection from Charter for no apparent reason. These past few days the service returned, only to have no connectivity to areas of the web. Charter’s usual excuse, “there’s an outage presently in your area”. That excuse is far too regular. Charter has NO competition right now with minimal Verizon availability for customers in this area to switch to. Without that motivation, Charter simply doesn’t express any grief or concern when I call and is slow to act for a client who simply can’t go anywhere else.

Please Rancho Council urge this project to be expedited on an accelerated schedule. 2 years is not an acceptable time line for infrastructure that is in need of serious repair and upgrade to maintain a competitive environment for businesses in this day in age.

The problem with Charter internet has been ongoing in my area of Rancho for the past few months now. It’s only gotten worse the past couple of weeks. At times connection speeds are near normal when suddenly for no reason connectivity drops to a lot worse than dial up or even fails completely. I have called Charter only to get the usual “there is a widespread outage in your area” speech and no offer of any real help.

In my neighborhood, DSL isn’t even an option since the phones lines are so old and over the air TV reception is just about impossible to receive. This keeps those of us in that part of Rancho Cucamonga slaves to the horrible service and high prices that Charter continues to offer. Please fast track the FIOS project!

I live in RC above the 210, and recently made the switch from Charter to Verizon DSL (eagerly awaiting FIOS). While I no longer have to deal with constant outages with charter, I must say I am very displeased with the download speeds of verizon’s dsl, advertising 7.1mbps, while I am barely getting 1 late at night. It’s pretty ridiculous that we do not have a fiber optic alternative entering 2009.

Well during the last week, there has been construction up on baseline, between archibald and hermosa ave. I noticed they were digging, and had huge rolls of cable. I asked one of the workers what they were doing,, and he claimed” laying some cable”. I looked on the street, and spraypainted on the street in red paint every 10-12 feet are the words “Fiber”. I can only hope they are laying this fiber for verizon…

I hope Joe is correct. I stopped a Verizon van the other day and they told me late 2009 for central Rancho Cucamonga. I fix computers and have a regular job. I telecommute using the Charter “High Speed” service and the outages are killing me! Plus its $54 a month for the medium level service!!!! Give me a break!!

I just spoke to a Verizon region manager. He claims that FiOS is not going to come to Rancho any earlier than Q4 of 2009. No guarentees that that is actually going to happen. Very well possible it is going to be postponed after that again. He claims that city council is much more stringent than any other surrounding city. Sounds like a he said-she said blame game.

All that jab about RC being the Orange County of the IE is crap. How can you claim that, if internet access in major portions of the city are of early 90’s quality.

I have DSL at the low speed of 756kb. I can not get any higher. According to a Verizon installer, I will never get any higher where I am just because of the wire quality in the streets (our neighborhood was built in prehistoric 1981). At least I am only paying $17/mo which is fair for that performance.

These delays affect me because I am waiting to finish off my front yard landscaping project. I do not want to go build block walls and lay concrete when there is a chance that FiOS installers one day will say they need to dig a trench to my house. The problem is that my sprinklers are busted so it is difficult to maintain the current yard.

I just recently bought a house in Rancho and sure enough my only option for internet is Charter. I think what we need to do here is post all the city council members names who oppose Verizon Fios. Next time elections come, we vote for someone else & vote them out. It’s obvious they’re being paid off by Charter or are invested with them somehow. I wish Verizon would be more aggressive.

I think Verizon is working on getting the city wired. I have seen (over the past few weeks) a communications contactor working along baseline between haven and hermosa. Also I have seen them string fiber (or what i at least think is fiber) on the edison poles across 19th between hellman and Carneilan. It would be great to get an update from someone in the know what is going on with these areas.

I have FIOS Internet only (no TV) in RC north on Day Creek (the new community up there). While I’m getting pretty good service - I still think that my service in Irvine, CA with COX Cable “seemed” faster.

Now just waiting for FIOS TV.

I believe FiOS should come to our community faster than these lagging council members. Maybe they are being paid off, but I think they are clueless morons that need to realize that monopolies need to be broken. Charter sucks more often than not: outages, laggy during weekends and evenings, and most importantly they cost too much. I have DirecTV and they aren’t much better with their pricing.

$99 for internet, tv, and a phone seems pretty good to me.

Stop worrying about the placement of boxes.

Start worrying about what your community members want.

Verizon has one active permit for installing fiber optic cable in existing conduits.
Located: Archibald Ave. from 6th Street to Foothill Blvd
6th Street from Archibald Ave. to Hellman Ave.
Foothill Blvd from Center Street (just west of Haven) to west city limits.

PLANS IN FOR CONSTRUCTION PERMITS (to be released in near future):

Verizon has two projects submitted.
Located: Grove Ave. from 8th Street to Foothill Blvd. (install fiber in existing conduit).

Chestnut and Emmett (south east of Foothill and Etiwanda) install Hub and service lines to some of the residential.

PROPOSED HUB LOCATIONS IN FOR CITY REVIEW:

Two in the general vicinity of north and south of Miller Street west of East Avenue. (These locations have been approved; City is waiting for Verizon to submit plans for construction permits.)

34 Hubs are located within the area bounded on the north by BASE LINE ROAD, on the east by HERMOSA AVENUE, on the south by 4TH STREET and on the west by VINEYARD AVENUE.

I just moved into Rancho from Upland where I enjoyed nearly flawless Verizon DSL at 3Mbps (lived about 2 blocks from their CO). Now the best I can get is 1.5Mbit except the lines in my house limit me to 1Mbit. It’s a far cry from what I’m used to, so I’m looking for something better and Charter is getting such a bad rep. lately with talk of download caps, etc. that FIOS is looking good. I’m anxious to sign up for it when it’s available here in southwest RC.

Chris, don’t get your hopes up. This just adds FiOS TV to those areas in RC and Fontana that already have FiOS Internet. This would be mostly Etiwanda and North (newer) Day Creek areas and Fontana.

I just found out some more news about FiOS in RC. From the city I got in contact with a Mr. Gary George Director-Government & External Affairs for Verizon (909-261-0663) who knows everything about the status of getting FiOS to RC.
He admits the ball is now completely in Verizon’s camp. The city is ready and able to provide all the necessary permits and has done in the past. According to him, Verizon has put in FiOS in neighboring cities (Fontana, Upland, Ontario) in the last couple of years. Each time they had a local franchise agreement with that city. They were in the process of getting one with RC. Then right before they wanted to start in RC, Verizon obtained a state-wide franchise, which mandates that they provide service in low-income housing area’s too (RC is not considered low-income area). So Verizon is turning their attention to those area’s first. Verizon also has to further finish the contracts they have with the 18 existing cities with which they have a local franchise agreement. That will take time.
His guess was that it looks like they will start putting FiOS in in RC starting somewhere in 2010. That was not a guarantee, more like a best case scenario.
Once started, that work will take about 2 years to service the whole city. They would work their way from East to West. So after about a year, they would be around Haven.
The neighborhoods above Baseline (being over rocky soil) will most likely see their streets being cut open to put in the cable.
My guess is to not expect it before 2011.

Well that bites. Thank you for the info, Jeff. It just figures they’d move from east to west since I’m in the west and can barely get 1Mbit DSL working. Meanwhile they’ve upgraded the area I used to live to 7Mbit DSL for about $15 a month more than I’m paying now.

So what other alternatives do we have between now and 2012?

i get like 1Mb with verizon dsl and it cuts out like everytime i start downloading anything big or when i open more than one webpage at a time; an it totally cuts off at night and weekends are not better

im switching over to the charter bundle but I hope this FiOS is way better than their DSL

It will be before 2011. They were laying more fiber on baseline, past archibald over the last several weeks. I know they were laying it past haven a few months back as well. I actually got a worker to admit what was going in… fiber for Fios! Also, they were at my kids school last week, talking with the principal about where to put “the fios box” . I also had a meeting with a city council member on unrelated buisness, and asked him whats up with verizon fios. He told me they were given the green light over 6 months ago ( which I believe, since I saw them digging and laying fiber back in February) He said they were going to lay all the main lines, then after they were laid, they would shoot them down into the neighbor hoods. So my guess is anytime between September, until sometime in 2010, depending on where you live. I’ve seen verizon installing a new box on the corner of baseline and hermosa. I’m hoping soon, since they’re getting that box in by my house. Maybe by November? we’ll see….

I am eagerly waiting for Verizon Fios. I’ve been a charter customer for almost a year and have been very disappointed with their service. For example, the most advanced cable receiver with an HDMI connection has the worst user interface I’ve ever seen. Also, their internet service has it share of problems. The service is sporadic at best and we had two service guys come to our house who could not even figure out the problem with their own router. It took 3 days and no results at the end. We opted to replace their wireless router with our own. We hope this will be resolved soon :(

They’ve been laying some type of cable near me, too; around Archibald and Foothill I think is where I saw it. So if that’s FIOS cable, it’s getting close for me. I’m holding out as best I can because this 1Mbps thing is driving me crazy. I’ve become too accustomed to faster speeds and multitasking different windows and programs.

well it doesnt look very good. i messaged a fios tech whos on dslreports.com and he states and i quote, “Hello, I do not have any workorders for that address. Build in Rancho has not increased by much this year. Not going to look any better next year =(” this was last month. im off of milliken and 210frwy. aaaaarrrgggg.

Yesterday I talked to two Verizon fios installation guys in a Starbucks as we waited for coffee. They said they both lived in R.C., but that there would be no fios in R.C. because our city council had said “ok, but you have to pay these fees ..” and the fees were many, many times what are charged per installation in surrounding cities. The installation guys said Verizon simply cannot make that kind of business decision and that there will be no installation in R.C. as far as they know unless the city council changes its mind and charges fees more in line with the rest of the area. They claimed it’s a dead issue now unless the city council initiates a change w/the fee issue. Apparently the fees are much higher than Charter has to pay as well. Are we sure there is no secret deal between our city govt. and Charter?

Verizon FiOS installation halted in three cities

Verizon has temporarily stopped installation of its fiber-optic network, or FiOS, in Claremont, Upland and Rancho Cucamonga.

The broadband and telecommunications company must finish a certain percentage of the installation in diverse, underserved cities before starting work elsewhere, said Gary George, Verizon director of government and external affairs.

Verizon has agreements with 21 cities to install the network.

“Rancho, Upland and Claremont do not fit in that category (of diverse, underserved cities) … So those are the three cities we had to pull back,” George said.

The installation was stopped in December.

Work had started in southern Claremont as well as Upland and was about to start in Rancho Cucamonga.

FiOS installation was completed in about 20 to 40 percent of south Claremont and Upland, George said.

“The fourth quarter of 2009 was when we were set and ready to go when it got pulled,” George said.

George said he did not know when the FiOS installation would begin again in Claremont, Upland and Rancho Cucamonga.

“I was hoping for 2010, but obviously that didn’t happen,” he said. “Now in 2011, we won’t know until the fourth quarter, or December, if we’ve satisfied our commitments. If not 2011, it just keeps going on down the line.”

Verizon FiOS is a bundled communications service - consisting of Internet, telephone, and TV - operating over a fiber-optic communications network.
